Afghanistan’s New Leader
Hamid Karzai has been sworn-in as the leader of Afghanistan’s interim government. The inauguration was hailed as a momentous day for the war-shattered country and the international community.
The inauguration of interim-leader Hamid Karzai and 29 members of his cabinet took place in the capital Kabul. Among the 2,000 people present for the historic occasion were Afghan tribal leaders, representatives from every province in the country and foreign guests and journalists. Lakhdar Brahimi said the inauguration of the interim administration marks the end of a long-dark night of conflict and the dawn of peace. He admitted that the agreement on the interim government was far from perfect but it had been widely welcomed by the Afghan people and supported by the international community. Mr. Karzai’s government will be in power for six months before a council of tribal leaders takes over for a year and a half to prepare for general elections.
India Pakistan Relationship
India says it will try its best to avoid a war with Pakistan over last week’s attacks on Parliament in New Delhi. But the Indian government also says its patience is at an end and it will have to deal with terrorists on its own.
Addressing the upper house of Parliament, the Indian Prime Minister said every effort must be made to prevent a war with Pakistan over the suspected terrorist attack on the heart of the Indian government. But Atal Behari Vajpayee said his administration had reached the 3)pinnacle of tolerance and could not rely on international help to fight domestic terrorism, which he blamed on Pakistan.
Earlier Pakistan challenged India to back up its accusations with concrete proof and warned against any retaliation. Fourteen people were killed when five gunmen launched a daring suicide raid on the Indian Parliament last week. New Delhi said the attackers, who were among the casualties were Kashmiri 4)separatists sponsored by Pakistan. The two 5)arch rivals traded fire over the disputed Kashmir border overnight for the first time since the attack.
China and Japan’s Trade Relationship
China and Japan have resolved the damaging eight-month trade round. The last minute deal was struck in brief talks in Beijing. Foreign Trade Minister Shi Guangsheng led a high-powered 6)Japanese delegation in Beijing for talks on ending a 7)bruising eight-month trade round.
After a one hour discussion, the two sides struck a last-minute deal. The trade round erupted in April when Tokyo imposed 8)curbs on three Chinese agricultural products. The move aimed at protecting Japanese farmers. Beijing retaliated two months later by imposing 100 percent 9)punitive 10)tariffs on imports of Japanese motor vehicles, air-conditioners and mobile phones. The temporary restrictions expired last month but a deadline for Tokyo to decide on the measures was to have ended today after which they were due to be reimposed for four years. The two sides agreed the restrictions would not be reimposed and China would also end its retaliatory tariffs.

South African farmers whose land was seized under President Robert Mugabe's land reforms starting in 2000 were seeking a court order on Thursday from the Pretoria High Court to stop the two countries from signing the investment agreement.
Shortly before the court was to hear the case,South Africa and the farmers' unions reached an agreement.
The farmers wanted the South African government to recognize a ruling last year by the Southern African Development Community's Tribunal,a court of last resort for the region's citizens.The Tribunal found that Zimbabwe's white farmers,including several South Africans,had suffered racial discrimination during the land seizures.It ordered that Mr.Mugabe's government should pay compensation to those who were evicted from their farms.
Both Zimbabwe and South Africa are members of SADC,but the Mugabe government says it does not recognize the Tribunal's ruling.
South African Industry Minister Rob Davies,who was in Harare for the signing ceremony,explained the nature of the agreement with the farmers.
"There was a reference to the SADC Tribunal judgments and an undertaking on our side that we would respect those particular judgments.That is the essence of the agreement," he said.
He said the investment protection agreement gave previous and future South African investors security in Zimbabwe,with the exception of seized land.
Davies also said the South African government was committed to the political agreement signed in September last year by Mr.Mugabe and Prime Minister Morgan Tsvangirai,leader of the Movement for Democratic Change party,which won elections earlier that year.That agreement led to the formation of a power-sharing government in February.
Elton Mangoma,Zimbabwe's economic planning and investment promotion minister,who signed Friday's investment protection agreement on behalf of the government,said the agreement made it possible for Zimbabwe to trade on equal terms with the rest of the world.
He said the deal could not have been reached before the establishment of the power-sharing government.
"Negotiations started in 2004 and it has now taken the inclusive government to conclude that process," he explained."For those who do not believe that the inclusive government has got a life of its own,which is different from the previous government,this is one testimony that they can see that clearly things are different," he said.
Both ministers said the bilateral Investment Promotion And Protection Agreement would strengthen regional trade and help rescue Zimbabwe's shattered economy.

钓鱼岛撞船事件余波未了,日本昨日向中方要求支付日本两艘海岸巡逻船同中国渔船在钓鱼岛海域相撞损毁的修理费用.同时,钓鱼岛周围海域也出现紧张气氛,日本当局昨日对两艘中国执法船靠近其领海高度戒备.
内阁秘书长仙谷由人在记者会上说:“我们(日本)当然要求中方偿还,不管是现在,还是等事情冷却之后,索取这笔费用是日本政府的任务.”
询及今后的中日关系,他说:“检察院释放了中国船长,摘除了在喉头的一根刺……是否修补中日关系,现时在于中方的抉择.现在,球在中国那方.”
他认为,日方释放中国渔船船长使得问题得到解决之后,中国要考虑的事情很多.
稍后,他又针对中国的两艘渔业执法船驶近钓鱼岛海域提出抗议.他说:“海上保安厅是在24日就开始在日本领海的‘交界海域’活动,日本四次通过外交管道促请中国停止这种行动.”
菅直人拟同温家宝会谈解决问题

SHANGHAI -- China's currency rose to a fresh high against the US dollar on Monday,as the central bank set its rate at 7.8402 yuan per dollar,the highest level since the current exchange system was set up in July 2005.
Trading was light as dealers tried to figure out why the People's Bank of China had shifted the official parity rate -- a weighted average of prices given by market makers,excluding the highest and lowest offers -- to well above 7.8500.
China's central bank does not comment on its currency market activities.
China allows the dollar-yuan rate to move no more than 0.3 percent above or below the daily parity rate each day.Other currency pairs -- the yuan's values against the Japanese yen,Hong Kong dollar,euro and British pound -- are allowed to move within 3 percent of the parity rate each day.
Monday's official rate compared with an over-the-counter rate of 7.8525 yuan per dollar late Friday.
Beijing has allowed the yuan's value to rise by about 3.33 percent since it revalued the currency by 2.1 percent in July 2005,ending its longtime peg against the US dollar.
Washington has been prodding Beijing to let its currency float more freely with market forces,arguing that controls keep the yuan undervalued,giving Chinese exporters a price advantage overseas and adding to China's trade surplus with the US,which the US side put it at US$202 billion last year.
US President George W.Bush faces growing pressure to counter that trend following the opposition Democratic Party's capture of Congress in elections earlier this month.
American officials are expected to raise the currency issue in a top-level US mission to Beijing next month,led by US Treasury Secretary Henry Paulson and US Commerce Secretary Carlos Guiterrez.In an unusual move,US Federal Reserve Chairman Ben Bernanke is expected to accompany the delegation.
China says it plans to allow market forces to play an increasingly important role in determining the yuan's value but that such changes must come gradually to allow Chinese financial institutions and manufacturers time to adapt.
Overall,the yuan has gained 5.1 percent in value against the dollar since before its revaluation in July 2005.
